Azeri state energy company SOCAR plans to build an oil refinery and a chain of petrol stations in Libya under its own brand, the Azeri Foreign Ministry said.
Azerbaijan's ambassador handed SOCAR's proposals to the Libyan oil and gas minister at a recent meeting in Tripoli, the ministry said in a news release on Monday.
SOCAR did not comment on the issue, but the ministry said the company was considering creating a joint venture with Libya or implementing the project with its own funds.
"The Libyan minister expressed an interest of his country cooperating with Azerbaijan in the energy sector," the Azeri foreign ministry said.
SOCAR has two oil refineries in Baku, is now constructing a refinery in Turkey and plans to build one in Kyrgyzstan and buy one in Switzerland.
The company has chains of petrol stations in Georgia, Ukraine and Romania.
