AGOCO Extends Tenders at Tobruk

The Main Tender Committee (MTC) of the Arabian Gulf Oil Company (AGOCO) announces the extension of the release of tenders according to the following table:

So, to all qualified, Specialized companies which have previous experience and which have the intention to submit to one or more of the above tenders, to receive directly specification booklets through their representatives which have to fill the attached receiving forms ahead, before coming to receive booklets, to ease and speed the process. All have to adhere to received contents. Booklets handing will be during the period from Tuesday 14/08/2012 to Thursday 16/08/2012 between12:00 noon to 14:00.

Specification booklets are to be obtained From Main Tender Committee Secretariat office No.4 / The New Building at AGOCO Main Compound – Elkish, Benghazi, during the Working hours, against payment of the specified amount as per table, paid through non refundable certified cheque (From a Libyan bank) Credited to Arabian Gulf Oil Company(AGOCO). Booklets will not be submitted to other than the qualified capable bidders which are able to submit required documents by this announcement, according to the Following conditions:

1. Representatives have to be authorized through official letters from their Companies.

2. Who desire to bid has to present his qualification and past experience, supported with documents in the related Field. Also legal and Financial documents, according to the prevailing laws for those registered in Libya, have to be Submitted (all in a separate envelope). These are :

a. Decree of formation.

b. Valid Commercial registration.

c. Valid registration Certificate from Chamber of Commerce.

d. Valid working permission.

e. Valid proof of tax payment.

f. Financial status along last three (3) years or current budget for new companies.

g. Minister of economy permission.

3. Bid to be submitted in four(4)separate envelopes, red Wax sealed, stamped from bidder, indicating project name, MTC No. and participating bidder’s name to be indicated clearly on each envelope. First envelope is financial Composed of one original + three (3) copies. Second envelope is for technical (one original + three (3) Copies) without price, Otherwise, it will be rejected. Offer Validity should be, at least, three (3) months From the Closing date. Third envelope is un-priced commercial offer (without price, Otherwise, it will be rejected) & has to contain the required payment conditions with the necessity to agree on all AGOCO general terms and conditions to participate in the tender & also the acceptance that the Libyan Jurisdiction is the competent one to settle any disputes which might arise between the contract parties, and it should contain a copy of commercial offer without prices & it is composed of one original + three (3) Copies and attached with it is a Bid bond. Fourth envelope contains company supporting documents as pre-mentioned in condition 2. above.

4. Their must be no advanced payment by AGOCO to the contractor.

5. Bid bond value is 0.5% from bid total price and must be submitted as a certified cheque issued from a local Libyan bank to AGOCO, or bank guarantee valid for six (6) months from bid submission date. And to be attached with the un-priced offer in red wax sealed separate envelope. Bid bond cheques will be returned later for non accepted bidders.

6. Bids have to be submitted during the official working hours, to Main Tender Committee – Arabian Gulf Oil Company – Elkish- Benghazi-P.O.Box:263 before Monday corresponding to 17/09/2012 14:00 o’clock.

7. Any bid which does not comply with the above mentioned conditions will be rejected. Low price is not the only controlling factor in evaluation. AGOCO reserves the right to cancel the tender without obligation to give any reason for such cancellation. And it has the right to handle the data in the proper manner to it after finalizing the tender.
