Pre-qualification documents:
To qualify for consideration, contractors are required to supply two (2) sets of the following documentation, with the specific chapters, separated by dividers, in the same order as set out here below (a) to (q); in addition two (2) clearly labelled electronic copies on CD ROM of the prequalification documents shall be supplied:
(a) A separate section summarizing the contents chapter by chapter of the prequalification document.
(b) Evidence of contractor’s registration in Libya (certificate of incorporation), Contractor’s legal status and profile including Libyan shareholding and details of any formal technical support agreements with foreign contractors.
(c) Contractor’s general structure and organisation, including the branch dedicated to such activities.
(d) Ownership structure (% Libyen/Foreign)
(e) Financial Report (including parent company figures) stating at least: profit and loss statement (last two years), chash flow chart, net profit
(f) Wintershall Libya is dedicated to Safety of the personnel, environment, and the assets, and has strict requirements to Contractors HSEQ Management. Therefore, details of Contractor’s Health, Safety and Environmental Policy and Program together with HSE Management System is a must. HSE considerations on site, and throughout the requirement are part of Contractor's responsibility and Contractor must have proven methods for eliminating risks associated with its own scope of services and all interfaces with others. These methods must be clearly indicated.
(g) Copy of current IADC membership certificate.
(h) Reference of three major customers that can be contacted for information / reference.
(i) Details of relevant verifiable experience of similar services that pre-qualifier has undertaken as main contractor in the last five (5) years, inside or outside Libya
(j) Key Performance Indicator (KPI) Records for past five (5) years validated by past clients.
(k) Contractor shall have a “Continuing Performance Improvement Plan”
(l) LTI and HSE Performance Reports for the past five (5) years, and relevant Safety records detailed for accidents, injuries, damages and summarised for near-misses.
(m) Equipment inspection Certification by recognized independent body (as MODUSPEC, Bureau VERITAS, or APAVE). Quality Assurance System certified ISO or equivalent.
(n) Wintershall Libya is committed to maximise the local partnerships. Pre-qualifiers are to note that evidence of a local partnership strategy / plan is a compulsory prerequisite. In line with this, pre-qualifiers are required to ensure that information on the following is included in their submission:
· Proposed utilization of Libyan resources (manpower services through subcontracting where applicable, equipment and materials, etc.).
· Evidence of significant growth capacity building (human / infrastructure) in Libya existing over the past 3 years. Details of Community Relations Policy and Program and records for the past three (3) years
· In case of joint venture, attach copy of the joint venture agreement, and details of the interest of each of the joint venture partners. The role of each party should be clearly indicated.
· Location and address of the project team (of the Contractor) in Libya with all the required infrastructure and facilities.
· Training plan for Libyan staff. Furnish verifiable evidence of past two years training.
· Evidence of existing maintenance, storage, repair facilities in country.
· Details of the company onshore assets.
(o) Copy of relevant Tax clearance certificate for 2012.
(p) Details of contractors base facilities in Libya and Sirte Basin. The base close to C96 / C97 is a benefit for the Bidder.
(q) Description and specifications of equipment currently owned by contractor in line with the specifications outlined in paragraph 2 here above.
(r) All relevant information concerning contacts, telephone, fax, e-mail of the representative.
(s) Rig availability list of all contractor rig’s in the North African region stating their current status.
Failure to provide any of the listed documents or information may automatically disqualify the contractor. Notwithstanding, the submission of this documentation, Wintershall Libya is neither committed nor obliged to include any contractor on the tender list or award any form of contract to any contractor and/or associated companies, subcontractor or agent.
Please note that this is not an invitation to tender. Full tendering procedure will be provided only to contractors that have been successfully pre-qualified through this advertisement and this will consist of safety and technical audits of facilities and equipment to determine those suitable to provide this service.
Submission of pre-qualification documents
The pre-qualification documents should be sealed and marked as:
“Pre-qualification of Drill Rig Contractors for Wintershall Libya”
and delivered either by hand or by courier to reach the address given below not later than 3 weeks from the date of this Letter, that is: 28th January 2013
