The Libya Humanitarian Needs Overview (HNO) is based on a number of needs assessments conducted in 2016, including the an inter-agency Multi-Sector Needs Assessment (MSNA), sector needs and gap analysis based on information from ongoing humanitarian operations in Libya and available secondary sources.
The HNO identifies a total of 1.3 million people in urgent need of humanitarian assistance.
This number includes around 241,000 Internally Displaced Persons (IDPs), 356,000 returnees, 437,000 most vulnerable non-displaced Libyans, 100,600 refugees and 195,000 migrants.
The HNO broadly summarises the priority humanitarian needs of all those affected across Libya, with highest priority needs as: life-saving healthcare and essential medicines, protection of the most vulnerable groups and access to essential goods and services.
