The following Security Council press statement was issued today by Council President Ramlan Bin Ibrahim (Malaysia):
The members of the Security Council emphasized the urgency for the Libyan parties to agree on a Government of National Accord, and in this context, welcomed the meeting of the participants of the Libyan political dialogue in Morocco on 8-9 June to discuss the fourth draft of the political agreement and the plan to reconvene talks, facilitated by the Special Representative of the Secretary General, Bernardino León.
The members of the Security Council strongly encouraged all participants of the political dialogue to positively consider the proposals contained in the fourth draft and commit to the swift conclusion of an agreement.
The members of the Security Council reiterated that there can be no military solution to the crisis in Libya and that reaching a political agreement leading to the formation of a Government of National Accord is critical to ending Libya’s political, security and institutional crises, and to confront the rising threat of terrorism.
The members of the Security Council welcomed the efforts made by all participants of the political dialogue and of the other tracks of the peace process, including civil society contributions, local-level ceasefires, prisoner exchanges and the return of internally displaced persons.
The members of the Security Council underlined their support for Special Representative of the Secretary-General León.
The members of the Security Council noted the broad international support for the Libyan political process, including through the second Libyan tribal leaders’ forum in Cairo on 25-28 May, the sixth meeting of Libya’s neighbouring countries in N’Djamena on 5 June, the meeting of the participants of the Libyan political dialogue with partners in Berlin on 10 June and the fourth ministerial meeting of the International Contact Group for Libya in the margins of the African Union Assembly of Heads of State and Government in Johannesburg on 12 June.
The members of the Security Council recalled resolutions 2174 (2014), 2213 (2015) and 2214 (2015), and noted that the Sanctions Committee is prepared to sanction those who threaten Libya’s peace, stability and security or that obstruct or undermine the successful completion of its political transition.
The members of the Security Council reaffirmed their strong commitment to the sovereignty, independence, territorial integrity and national unity of Libya.
